M&E Advisor, RCH, CIPRB

Position Summary

The Centre for Injury Prevention and Research, Bangladesh (CIPRB), with support from UNFPA, is seeking a highly qualified M&E Advisor.

The incumbent will play a pivotal role in bridging technical data management between CIPRB’s Reproductive and Child Health (RCH) unit and UNFPA’s Sexual and Reproductive Health and Rights (SRHR) unit.

The M&E Advisor will lead the digital transformation of the monitoring framework for the CIPRB-UNFPA partnership.

This role is central to ensuring data harmony across partner organizations (PHD and Bondhu) and providing real-time, actionable insights through automated reporting and digital tracking systems.

Educational Qualification

  1. Bachelor of Science in Information Technology
  2. Key courses: Information System Analysis (A+), Computational Mathematics (A+), Software Engineering (A), Data Structures & Algorithms, Python & Java Labs

Experiences / Expertise

  1. Partnership and M&E professional with 4+ years’ experience across UN, EU, and Swiss development organisations
  2. Strong expertise in building strategic partnerships with government, private sector, and development actors
  3. Proven track record in designing and operationalising ICT-based monitoring and evaluation (M&E) systems
  4. Advanced experience in integrating AI into evaluation workflows and evidence generation
  5. Led digital transformation of national health training systems across 30 institutes in 12 districts
  6. Pioneered AI-assisted evaluation methodologies for large-scale country programme evaluations
  7. Currently supporting large-scale data analytics, visualization, and dashboard systems for election observation missions
  8. Skilled in translating complex datasets into actionable insights for policy and programme improvement

Assignment Objectives

  1. Establish Data Synergy: Create a unified digital M&E environment that harmonizes data collection across CIPRB, PHD, and Bondhu, eliminating reporting redundancies and data silos.
  2. Enable Real-Time Decision Making: Transition from manual, retrospective reporting to online live data systems that allow project leads to monitor progress and bottlenecks instantaneously.
  3. Standardize Evidence Generation: Develop high-quality, automated visualization tools (infographics/one-pagers) to ensure that MPDSR and fistula data are consistently ready for high-level advocacy and review.
  4. Institutionalize Digital Capacity: Ensure project staff across all partner organizations are fully equipped and trained to utilize new M&E tools for sustainable and accurate day-to-day tracking.
  5. Validate Project Impact: Design and execute digital baseline assessments to provide a rigorous scientific foundation for measuring project outcomes over time.

Job Responsibilities

Digital Framework & Data Integration

  1. Unified Digital M&E Framework: Design and implement a synchronized digital M&E framework to ensure data consistency and avoid duplication of efforts between CIPRB, PHD, and Bondhu.
  2. Online Live Data Systems: Establish and oversee online live data collection mechanisms to provide real-time visibility into field-level interventions.
  3. Baseline Tool Engineering: Develop and deploy digital baseline survey tools for online use; lead the M&E execution of baseline assessments to establish project benchmarks.

Automated Reporting & Visualization

  1. Template Engineering: Develop standardized reporting templates directly linked to M&E tools to ensure seamless data transition from collection to analysis.
  2. Automated Deliverables: Design systems for auto-generated monthly reports, dynamic infographics, and One-Pager executive summaries.
  3. Standardized Presentations: Create a project-wide PowerPoint outline template to ensure uniform data visualization.

Campaign & Routine Tracking

  1. Fistula Campaign Monitoring: Develop a specialized tracking module to monitor the progress, reach, and follow-up of Fistula Campaigns.
  2. Day-to-Day Activity Tracking: Implement digital logs for routine project activities to ensure timely execution and accountability across implementation sites.

Capacity Building & Knowledge Management

  1. Staff Orientation: Conduct technical orientation sessions for CIPRB, PHD, and Bondhu project staff.
  2. Evidence Generation: Translate raw digital data into knowledge products to support policy advocacy.

Deliverables

  1. Digital M&E tools including a fully functional online dashboard and digital tools.
  2. Automated reporting templates for reports, presentations, one-pagers, and newsletters.
  3. Reporting progress tracker with automated tracking systems.
  4. MPDSR and Fistula related data reporting by digital tools.
  5. Baseline tools and reports including infographics.
  6. Training log and competency summaries.
  7. Campaign tracker for real-time monitoring.

Technical Competencies

  1. Proven experience in designing digital M&E systems (KoboToolbox, DHIS2, SQL dashboards).
  2. Expertise in data visualization tools (Power BI, Tableau, Excel Infographics).
  3. Demonstrated ability to manage multi-partner data flows.
  4. Strong training and facilitation skills.
