National Consultant

Project Title: Conduct baseline and Endline evaluation on SRH needs for the key population (LGBTQI and FSW) in selected districts in Bangladesh

Assignment Focus: Baseline and Endline Study and Manuscript Development

Contracting Authority: CIPRB (with support from UNFPA)

Duration: Six months (18 May 2026 to 17 November 2026)

Educational Qualification

  2. Bachelor and Master of Science in Population Science or equivalent

Expertise / Experiences

  1. Biostatistician and mixed-methods researcher with strong public health research experience in Bangladesh and LMICs
  2. Expertise in adolescent and youth-friendly sexual and reproductive health and rights (SRHR)
  3. Specialized in life skills education, child marriage prevention, and adolescent pregnancy
  4. Strong focus on social and behavioral determinants of adolescent health
  5. Extensive experience in programme evaluation and implementation research
  6. Led and co-led research and evaluations for UNFPA, WHO, and ADB-supported projects
  7. Skilled in assessing maternal and adolescent health services and innovative service delivery models
  8. Proficient in both qualitative and quantitative research methodologies
  9. Strong capacity in behavioral and social norms analysis
  10. Ensures methodological rigor and ethical standards across all research stages
  11. Experienced in training, mentoring, and supervising research teams and postgraduate students
  12. Skilled in facilitating validation workshops and stakeholder engagement
  13. Proven ability to translate research findings into actionable policy and programme recommendations

1. Introduction

The Centre for Injury Prevention and Research, Bangladesh (CIPRB), with technical and financial support from UNFPA, is conducting a high-priority research initiative focused on Sex Workers and Transgender populations within 11 brothels in Bangladesh.

This consultancy is designed to provide a robust evidence base for Sexual and Reproductive Health and Rights (SRHR) interventions and to contribute to global academic discourse through peer-reviewed publications.

The Title of the study is Conduct baseline and Endline evaluation on SRH needs for the key population (LGBTQI and FSW) in selected districts in Bangladesh.

2. Assignment Objectives

  1. Technical Design: To develop a scientifically rigorous research protocol and methodology tailored to sensitive environments (brothels).
  2. Impact Measurement: To execute baseline and endline assessments that quantify the progress and gaps in UNFPA-supported programming.
  3. Knowledge Excellence: To generate high-level evidence and finalize 10 scholarly manuscripts for international publication.
  4. Policy Influence: To translate complex data into accessible knowledge products for policy advocacy and project sustainability.

3. Scope of Work & Responsibilities

I. Protocol & Methodology Development

  1. Develop a comprehensive study protocol including sampling techniques, ethical considerations, and mixed-method approaches.
  2. Design and digitize data collection tools for baseline and endline assessments.
  3. Secure necessary ethical clearances and government permissions as required.

II. Study Execution & Data Analysis

  1. Lead the baseline and endline data collection process across 11 brothels, ensuring the highest standards of data integrity and participant safety.
  2. Conduct advanced data analysis, comparing baseline and endline results to measure project impact.
  3. Facilitate evidence generation specifically focused on the needs of sex workers and transgender individuals.

III. Manuscript & Knowledge Product Development

  1. Scholarly Output: Lead the drafting, editing, and finalization of 10 manuscripts for submission to peer-reviewed international journals.
  2. Knowledge Management: Draft and finalize policy briefs, infographics, and technical summaries based on study findings.
  3. Collaboration: Work closely with the UNFPA SRHR unit and CIPRB technical teams to ensure all outputs align with organizational goals.

IV. Capacity & Orientation

  1. Orient field staff and data collectors on the methodology and ethical sensitivities of working within the 11 brothels.

4. Institutional Arrangement

The Consultant will be recruited by CIPRB and will work under the technical guidance of the SRHR Unit of UNFPA and the RCH Unit of CIPRB. All outputs must meet the quality standards of both organizations.

The candidate needs to share both technical and financial proposal.

  1. Technical Proposal should clearly outline the applicant’s understanding of the assignment, proposed methodology, work plan, and relevant experience.
  2. Financial Proposal should provide a comprehensive budget breakdown.
  3. Applications must be complete and submitted within the specified deadline; late or incomplete submissions may not be considered.
  4. Candidates are encouraged to ensure clarity, relevance, and alignment of their proposals with the assignment requirements.
